MANY MINDEDA stopgap bill would keep politics out of research grants
Senate leadership released the text of a bipartisan government funding stopgap on Sunday 2 August 2026 that would block a White House proposal to give political appointees control over federal research grants, STAT reported.
The continuing resolution would fund the government until 11 December, and the block on the grants proposal runs only for that period. The provision emerged from bipartisan discussions in the Appropriations Committee, which Republican leadership agreed to. STAT's reading is that having agreed to block the rule even temporarily, Republicans will find it harder to let the plan take effect later.
Federal research grants sit upstream of nearly every cost curve worth tracking. The sequencing cost collapse, the solar learning rate and most of what became cheap medicine started in publicly funded laboratories long before a company could price a product. Who decides which proposals get funded therefore decides, years in advance, which things become cheap — and a mechanism routing that decision through political appointees changes the selection criterion from what is likely to be true to what is likely to be approved of. Whichever administration holds it, that is a narrowing.
The path is unfinished and the caveats are large. The Senate was expected to take up the bill this week before breaking for August recess. The funding bill the House passed two weeks ago contains no equivalent provision, and the House is already in recess. The two chambers must reconcile before funding expires at the end of September, and the president would then need to sign it. Nothing here is law, and the protection it offers expires in December by design.
