Boston tests thermal energy network for institutional buildings
Boston city government and the Boston Green Ribbon Commission began the Boston Area Thermal Energy Network Project (BosTEN) in late July 2026. The initiative aims to develop thermal energy systems using Boston Harbor, Fort Point Channel, Charles River, Mystic River, and bedrock to heat and cool institutional buildings. Current work includes a 35-megawatt heat pump system installed by Vicinity Energy that uses Charles River thermal energy for Boston and Cambridge institutions—described as the largest in North America at present. UMass Boston is implementing a thermal system that reduces natural gas use by 82% for its current heating needs (current phase). The project assesses thermal extraction capacity, transportation, customer locations, and regulatory barriers for Boston-area institutions. Ocean currents replenish thermal energy in Boston Harbor every 2 to 10 days, enabling near-infinite practical extraction. Boston Harbor’s thermal energy could theoretically heat 2.4 million households annually, though this figure is an estimate from HEET researchers.
The BosTEN project leverages free harbor water as a thermal energy source, avoiding fossil fuel reliance for institutional heating. This approach directly lowers energy costs and emissions for buildings that currently use natural gas. For Boston’s institutions, the system provides immediate operational savings while scaling toward near-complete natural gas elimination.
This development advances energy access for institutional buildings by reducing heating costs through free thermal resources. The project’s next phase will finalize recommendations by spring or summer 2027, with implementation following. Key caveats include the 2.4 million households figure being an estimate and the 82% natural gas reduction applying only to UMass Boston’s current phase. The project remains in development, with regulatory and technical barriers still being addressed.
