China's new polysilicon energy caps could reshape solar supply

Mandatory energy limits taking effect in 2027 may leave less than half of current polysilicon capacity compliant.

China has published three mandatory national standards setting energy consumption and efficiency limits across the solar manufacturing chain. Approved June 27 and published in full July 22, they take effect January 1, 2027. The headline standard, GB 29447-2026, sets three energy grades for trichlorosilane-process polysilicon at 5.0, 5.5 and 6.3 kgce per kilogram — with the Grade 3 floor tightened from 6.4 in the draft. Granular silicon via the silane fluidized-bed route faces grades of 3.6, 4.0 and 4.6 kgce/kg. Companion standards cover crystal pulling, wafer slicing, and minimum module and inverter efficiency; products failing the Grade 3 module and inverter thresholds cannot be made, imported, or sold in China.

The tightening matters because of where it lands. An industry estimate suggests about 84% of capacity could have met the 6.4 draft limit, but only around 45% can meet the final 6.3. Brokerage estimates put compliant polysilicon capacity dropping from roughly 3.5 million tonnes to under 2 million — removing more than 1.5 million tonnes against estimated 2027 demand of about 1.5 million tonnes.

For energy abundance, the long-run effect points toward cleaner and eventually cheaper solar, as the most energy-hungry production is pushed out and efficiency floors rise. But the near-term picture is mixed: tighter compliant supply could firm prices before it lowers them.

The 45% and 84% figures are industry estimates, not official assessments. Non-compliant plants will not necessarily shut immediately, and much affected capacity is already idle — operating polysilicon capacity was around 1.3 million tonnes in the first half of 2026 — which may blunt the immediate impact.
