France Proposes Winter Energy Auction Framework for 2030-31

French energy regulator outlines mechanism to secure renewable capacity for winter 2030-31

The French Energy Regulatory Commission (CRE) has proposed framework parameters for a long-term capacity auction targeting winter 2030-31 energy needs. This mechanism aims to secure 82 GW of renewable capacity, with 3 GW eligible for multi-year contracts. The auction operates in two stages: a long-term auction held four years before delivery and a short-term auction one year prior. The first short-term auction occurred on July 6, 2026, for winter 2026-27. Price caps are set at €72/kW (PPG) and €15/kW (PPI), with additional capacity requirements estimated at 0–2.5 GW depending on scenario.

This proposal establishes a market-based approach to stabilize winter energy supply through renewable capacity. By requiring long-term commitments, it addresses seasonal volatility in France’s energy system while capping costs to prevent price spikes. The mechanism’s design allows for iterative refinement based on initial results and stakeholder feedback.

For abundance, this framework could reduce winter energy insecurity by ensuring renewable capacity meets seasonal demand without price volatility. However, as a proposal, it currently affects no operational capacity. Its impact on affordability depends on successful implementation by 2030–31, with price caps potentially lowering costs for households and industry. Key watchpoints include how scenario-dependent capacity estimates translate to actual deployment and whether market participants adapt the mechanism to avoid over-reliance on short-term contracts.

*Note: The CRE has proposed this framework, not finalized it. Additional capacity estimates vary by scenario. Methodology will be updated after initial results and stakeholder feedback.*
