Oregon Wave Test Site Opens After 12 Years of Planning
Oregon State University and the U.S. Energy Department opened PacWave South—a wave energy test facility—on September 2026, seven miles off Oregon’s coast. The site, which has been in planning and construction for over a decade, operates with a pre-permitted lease from the Bureau of Ocean Energy Management (2021) and is designed to host up to 20 wave energy converters across four berths. Its recent official opening avoids typical regulatory setbacks for wave energy projects, per the Energy Department’s Hydropower and Hydrokinetic Office.
This facility’s value lies in its role as a dedicated testing ground. By providing a streamlined environment for wave energy developers to test technology without recurring regulatory hurdles, PacWave South aims to accelerate the early-stage development of wave energy systems. The Energy Department’s Nichole Fitzgerald noted it reduces barriers to innovation for the sector.
While the site itself doesn’t yet produce energy, it addresses a critical friction point: the slow pace of wave energy commercialization. Theoretical wave energy capacity across U.S. coasts (including Alaska, Hawaii, Puerto Rico) is 1,170 terawatt-hours per year—but this figure remains unproven at scale. PacWave South could eventually lower the cost and technical barriers for wave energy deployment, potentially contributing to more affordable, renewable power. However, wave energy remains in early commercialization, with grid-scale deployment likely years away due to current industry challenges.
