Romania has allocated €650 million from the Modernisation Fund for solar and battery storage installations at public buildings. The funding covers €500 million for new solar systems with mandatory 2-4 hour battery storage and €150 million to add storage to existing solar installations at public institutions including municipalities, county councils, hospitals, and universities. Public entities may apply for up to 100% of eligible costs, subject to a per-beneficiary cap of €10 million. Applications open September 11, 2026, with a deadline of November 6, 2026 (or earlier if funds exhaust). Projects must be completed by end of 2029 after evaluation from November 9 to February 12, 2027.
The initiative directly lowers energy costs for public buildings by scaling solar+storage adoption. Romania already operates 8.5 GW of solar capacity as of early 2026, showing existing momentum.
