The new rules require crystalline-silicon modules to achieve a carbon footprint of no more than 0.12 kg CO2e per watt, while thin-film modules must stay below 0.85 kg CO2e per watt. These thresholds are established through BSMI's May 2026 factory-inspection rule and require life-cycle assessments using Taiwan's national standards CNS 14040 and CNS 14044, aligned with ISO 14067:2018 and CNS 14067:2021. The standard also raises mechanical-load testing to 5,400 pascals and introduces an accelerated-aging test demanding modules withstand 756 kilowatt-hours per square meter of irradiance with output degradation under 5% by completion.

These requirements apply only to certification compliance, not actual production implementation. The European Union does not currently apply its Carbon Border Adjustment Mechanism to solar modules, while France's carbon evaluation system uses different units (kg CO2e per kilowatt-peak) and methodology. This creates friction for solar module adoption in Taiwan, as manufacturers must now meet these technical thresholds to certify products—potentially increasing costs and slowing clean energy deployment.
