Measured human reach: every countable figure a source actually stated, since we started recording it. Different units are never added together — households, people and patients are separate totals — and the headline counts only what is installed: delivered, not merely approved or proposed. Nothing here is estimated, modelled, or inferred.

Counted exactly the same way, and never subtracted from the totals above. A life lost and a household reached are different quantities; pretending one cancels the other is the failure this ledger exists to fix.

Why most stories have no figure

Of the stories on the record, 12 of 1708 carry a reach figure. The rest are blank on purpose. A model release, a peer-reviewed paper, a falling price curve, a regulatory filing — these can matter enormously and still have no countable humans attached, and a whole day of real progress can carry nothing at all. An empty ledger day is not a bad day and not a missing measurement; it is the tier refusing to manufacture a number. Those days are read by the salience ranking and the coverage index instead, which is what those instruments are for.

How to read the three states

installed — delivered — the hardware, service or payment actually reached them.
approved — cleared, but not yet deployed — the decision is made, the people are not yet reached.
proposed — filed, announced or targeted — nothing has reached anyone yet.
